You may experience an error message stating "Cannot connect to"

The D2L Network Operations Center advises that a network provider upstream from their facility is experiencing an outage. Depending on your (the user's) location, you may or may not be able to reach D2L's login page. Unfortunately, regardless of whether you can or cannot, the D2L service cannot communicate with our domain controllers during this outage. What that means is that you will probably get password failure errors, even if you enter the correct password, because D2L can't confirm your password with ETSU's domain controllers. The D2L facility vendor is working with their upstream network vendor to restore service. There is currently no estimated time for restoration.
